Meet BACH’s New COO: A Leader Dedicated to Community Health 

Bay Area Community Health is proud to introduce our new Chief Operating Officer, Carl Walters II! With over four decades of experience in healthcare—much of it dedicated to the Federally Qualified Health Center (FQHC) movement—Carl is a passionate advocate for expanding access to care and ensuring communities receive the high-quality services they deserve.

His journey into healthcare began with a simple but powerful desire: to bring people together to do good. That mission led him to serve as a U.S. Naval Officer, where he gained invaluable experience in leadership, teamwork, and uniting diverse individuals toward a common goal. These skills continue to shape his approach to healthcare administration today.

Throughout his career, Carl has remained committed to strengthening FQHCs and their mission of increasing healthcare access, improving health outcomes, and advocating for social equity. He takes great pride in being part of a movement that has worked for over 50 years to serve disenfranchised communities. His leadership philosophy is rooted in the belief that FQHCs must continue to evolve—embracing technology and innovation while ensuring that patient-centered care remains at the heart of everything they do.

As he steps into his role at BACH, Carl is eager to build relationships across the organization and the community. His priorities include optimizing operations, improving collaboration across departments, and using data-driven insights to enhance patient access and experience. Above all, he is committed to making BACH an employer and provider of choice.

We are thrilled to have Carl join the BACH family, and we look forward to seeing the impact of his leadership in the months and years ahead!

Get to Know Carl: Fun Q&A

  • If you weren’t in healthcare operations, what career path would you have pursued?

None! My passion is in FQHC healthcare operations and expanding the FQHC community service mission. I’m committed to spending the remainder of my career supporting this movement.

  • What’s one hobby or activity you enjoy outside of work?

Spending time with my family, fishing, studying scripture and end-time prophecy, and traveling. I love meeting new people, seeing new places, and trying different foods. I also enjoy motivational speaking and mentoring the next generation of healthcare leaders.

  • If you could have any superpower to improve community health, what would it be?

To see elevated funding and support for the critical work FQHCs do to improve community health.

  • Do you have a favorite book, movie, or travel destination that inspires your work or perspective on life?

Some of my favorite movies are We Were Soldiers, The Tuskegee Airmen, Courage Under Fire, and Devotion.

  • What’s a fun fact about you that might surprise our community?

I’m a huge Lifetime Movie Channel fan!
