As part of Tri-City Health Center’s response to Gwen Araujo’s murder proving a need for transgender services outside of Oakland, Prevention Manager Lisa Carver worked with Tri-City Administration to create buy in for the need for a transgender program and Tri-City received a $20,000 sub-contract from AIDS Project of the East Bay/Butterfly Project ,who was the county funded program for transgender services in November 2002, to create HIV Prevention services serving transgender women in the rest of Alameda County.
Tiffany Woods was hired as a Heath Education Specialist on Nov 20, 2002, to co-create a transgender program serving transgender women with Lisa Carver. Tiffany created the program name “TransVision”: If you can’t see yourself, you can’t be yourself” with the goal to deliver culturally-relevant and transgender-appropriate services within a comprehensive and integrated continuum of care that would result in lower HIV incidence among transgender women of color and higher rates of HIV positive transgender women of color utilizing services.
